PAN–Aadhaar Linking Deadline: Unlinked PANs to Become Inoperative from Jan 1, 2026
New Delhi, December 24, 2025 – The Income Tax Department has given a final appeal to citizens to submit their Permanent Account Number (PAN) against their Aadhaar within seven days. The newest order issued by the Central Board of Direct Taxes (CBDT) states that all PANs that are not, by the stroke of the clock, unlinked by the end of December 31, 2025, will be made inactive as of January 1, 2026.
This deadline is especially important to a certain group of taxpayers: those taxpayers who were assigned a PAN based on an Aadhaar Enrolment ID (instead of a full 12-digit Aadhaar number) prior to October 1, 2024. Although the deadline for most taxpayers ended in 2024, this group was given an extension to submit its permanent Aadhaar details.
The Consequences of an “Inoperative” PAN
A non-functional PAN is not only a slight administrative obstacle; it actually paralyzes the economic identity of a person. Beginning January 1, the following limitations will be imposed on noncompliant persons:
- Tax Filing and Refunds: Individuals will not be able to file their Income Tax Returns (ITR). In addition, no tax refunds or interest on the same will be sent out.
- Increased Tax Deductions: TDS (Tax Deducted at Source), TCS (Tax Collected at Source) will be deductible at much higher rates, since the system will treat the individual as having no valid PAN.
- Banking & Investment blocks: Freshing bank accounts, credit cards, or loans will be declined. Also, mutual fund houses and stockbrokers can freeze the current accounts, and no further investments or redemptions can be made.
- Transaction Penalties: It is provided under the Income Tax Act, Section 272B, that the quotation of an inoperative PAN in transactions where a PAN must be quoted may result in a penalty of ₹10,000 per transaction.
How to Avoid the Blackout
The process can be accomplished fully online through the Income Tax e-filing portal for those who have yet to connect their documents.
Steps to Link:
1. Check Status: Log in at the official e-filing site, and then under Quick Links, you will find the option of “Link Aadhaar Status”.
2. Pay the Penalty: In case of a PAN issued before July 1, 2017, and not linked, then you need to first pay a late fee of ₹1,000 through the e-Pay Tax functionality. Choose Minor Head 500 (Other Receipts).
- Note: Those linking for the first time using an Enrolment ID may be exempt from this fee if completed by the deadline.
3. Submit Request: On receiving the payment (2-4 days may elapse), again go to the “Link Aadhaar” section, fill your details, and authenticate the request by an OTP that will be sent to your Aadhaar-registered mobile number
Important Notice: Make sure that your name, birth date, and gender match exactly on both documents. Even a minor spelling difference can lead to a “Validation Failed” error.
Who is Exempt?
The directive is not applicable to all people. Exempt categories include:
- Non-Resident Indians (NRIs).
- Individuals who are not citizens of India.
- Senior citizens aged 80 years or above.
- Residents of the states of Assam, Meghalaya, and Jammu & Kashmir.
As the deadline is the same as the year-end rush, tax professionals would not recommend waiting until December 31. The last hours are usually characterized by technical glitches related to many people using the servers, and failure to connect in time may lead to a 30-day period of inactivity of the PAN before paying the penalty in January.
